		<description>we&#039;ve very much taken the &#039;bottom-up&#039; approach - going directly to end-users&lt;br&gt;and building momentum before going to the powers that be to institute us as&lt;br&gt;the rule.  i think 4sq has already done the same thing - got people to play,&lt;br&gt;demonstrated potential, then institutionalized.  makes sense.  if you start&lt;br&gt;from the top down i think there&#039;s a backlash from end-users.</description>
